Victory Metals has appointed a former United States deputy chief of staff as its new senior advisor, just a week after American and Australian leaders signed a critical minerals and rare earths deal worth $13 billion.
Victory said that Emma Doyle’s provision of “direct insight” into US policy and government affairs during a pivotal time for the rare earths sector is a boon, especially with the company having Australia’s largest clay-hosted heavy rare earth resource.
The company’s chief executive officer (CEO) and executive director Brendan Clark said that he was “inspired” by Doyle’s “energy, passion and knowledge” when they met in Washington earlier in the year.
“Emma’s engagement signals that Victory Metals is not just participating in the critical minerals race, but leading it,” he said.
This development comes as Victory reported its flagship North Stanmore heavy rare earth elements (HREE), scandium, hafnium and gallium project, located in the Cue Region of Western Australia, had a mineral resource estimate (MRE) of 320.6 million tonnes in August 2025.
Victory said that North Stanmore’s scale and potential “underscores its pivotal role” as a future supplier of critical materials.
Doyle will be assisting Victory through her Washington-based consulting firm, Marble Arch LLC, as an external advisor, with the company adding that her expertise would help with Victory’s rare earth-centred role and the recent billion-dollar deal’s incursion of a “new geopolitical framework”.
“With direct White House experience and unparalleled networks across Washington, Emma gives Victory Metals the advantage to ensure our project is front and centre in the US administration’s critical minerals and defence supply chain agenda,” Clark said.
Doyle, serving as the former principal deputy chief of staff between 2018–2020 to the US president, directed the core West Wing (of the White House) functions and advised the president and his senior leadership team.
In addition to direct access to Washington, Victory said she would bring with her 15 years of the “highest level” of Republican politics and policymaking experience, as well as strategic lobbying capability through her consulting firm.
